Processing for December 24th |
The Credit Union follows EPB's holiday schedule, so we will be closed Monday, December 24th in addition to Tuesday, December 25th. However, there will be one process that we will run - ACH. If you are expecting an electronic credit or debit (usually something repetitive about the same time of month), we will be processing our ACH files around mid-morning on Monday. Therefore, your account balances/history may be affected by any such transaction(s). We will post the share draft file for Monday on Wednesday morning.
To make up for being closed Monday, our Downtown (EPB Building) office will be open Wednesday, December 26th with normal hours (9:30 AM - 12:30 PM and 1:30 PM - 3:30 PM). |

Real Time Changes Completed |
We have been successful in converting our debit card processing system from batch to real-time. From now on, whenever you use your Visa Debit Card to transact business, the debit request will be sent directly to our computer system for immediate posting to your account. No longer should you have to wait or be concerned about whether or not a file update has been sent. If you make a deposit or transfer money, it should now be immediately available for debit card access. We hope that you will find this new process a big improvement over our old batch method. Please click here for more information on this and other real-time changes and any exceptions. |

|
Real Time Visa Debit Cards |
We have set the actual target time of 5 PM, Tuesday, December 18, 2007 as the cutover from batch to on-line processing for our Visa debit cards. There may be a short interruption of card service around that time while we finish upgrading the computer system. Please keep in mind that you must have sufficient funds in your draft account at all times to prevent transactions from rejecting. Our understanding is, after conversion, balance inquiries at ATM machines should reflect your actual true balance. Also, keep in mind that we have automatic security limitations on your cash (PIN transactions) and purchase transactions. Even though you may have sufficient funds in your account, your transaction may be rejected if your PIN transaction amount is greater than $500 and/or your purchase transaction amount is greater than $1,500. Should you need higher limits, please let the Credit Union know as these can be raised either permanently or temporarily on an individual basis . |

Real Time Visa Debit Cards |
We are still testing the upgrade to our Visa Debit Card transaction processing. It is taking a bit longer than anticipated, however, we hope to have it up and running Monday or Tuesday, December 17-18. Once it is running, debit card transactions will be posted directly to your draft account in "real time mode." Currently, we are "batch" processing which causes some delay in posting to your account. But, we are at least heading in the right direction! |

Deposit Rates Lowering |
Our certificate of deposit rates will be lowered effective December 1, 2007. We have not made an adjustment to our CD rates since November 15th of last year. The Federal Reserve has lowered rates twice since then for a total of 0.75%. The downward adjustment will affect both new and rollover certificates. Existing, non-matured certificates will continue to earn their current rates.
Overall, the adjustment will be between 0.20% and 0.25% depending on the term. |

|
Real-Time Changes |
As of November 6th, the hardware is in place for on-line HFS transactions. Our new "box" is a VPN hookup which will enable secure transactions from your personal computer to your account(s) at the Credit Union. We learned today that our core system needs an upgrade prior to bringing HFS online. This will be done Monday, November 12th and, sometime during the day Tuesday the 13th, HFS will go online.
We hope to have real-time debit card transactions up and running around the first week of December. Again, new hardware and procedure changes are necessary to make this work. But, things are going nicely in the right direction! |

Rate Speculation |
The Fed's decision on September 18th to "help" the economy by lowering the discount rate 1/2 of 1% may slowly filter down into both the deposit and loan services of most local credit unions and banks. EPB Employees Credit Union is currently evaluating rates for both deposits and loans.
We had already scheduled a 1/2% increase in the mortgage loan rates to go into effect October 1st. This decision was based on the fact that we have too many fixed-rate long term mortgage loans on our books and we need to "slow the flow" a bit by raising the rates on new 8, 15 and 30-year mortgage loans. Applications taken through September 28 will be at the old, lower rate. However, at this time, we still plan to go through with the rate increase on those type loans only beginning October 1, 2007. We will also discontinue our 9-Month Special Certificate effective September 30, 2007.
The Fed will meet again October 30-31. There is continued speculation that the Fed may lower the discount rate another 1/4% and follow this with still another 1/4% at their December 16th meeting. At this time, we are considering keeping both the deposit and loan rates unchanged perhaps, at least, until our October 24th Board meeting. Please note that we may be adjusting our rates on both deposits and loans at any time without much advance notice due to changing market conditions. |

HOLIDAY CLOSINGS |
The Credit Union follows EPB's holiday schedule. So, this Christmas, both offices of the Credit Union will be closed Friday, December 22 and Monday, December 25. Since the downtown branch is only open on Mondays and Fridays, and the holiday closings will cause it to be closed half its normal time, we will open the branch on Thursday, December 21 and again on Tuesday, December 26. If this is a bit confusing, maybe the chart below will help:

NEW HFS LOGIN PROCEDURES |
Beginning as an option on December 5th, but mandatory starting December 28th, new security procedures will be in effect to enter into your account via a personal computer. Each member must follow the instructions to enroll properly as the Credit Union cannot assist in this portion of the set up phase. Please keep in mind that these new procedures are required by government law in an attempt to curtail losses due to Internet fraud.

So, on Friday, November 3rd, you're invited to a drop-in during our normal hours (9:30AM-12:30PM and 1:30PM-3:30PM). Come by the 2nd Floor and say "hello." CASH MACHINE NEW LOCATION |
We moved our cash dispensing machine from the basement of the old EPB Building to the 2nd Floor of the new EPB Building. It is right beside our new branch office and the entrance to Human Resources as seen in this photo. If you have a Visa or Cirrus network debit card, cash can be obtained in $20 increments. If you need a debit card, please let us know. We will be happy to help. |

Downtown Branch Office Moving October 10th |
The new EPB building downtown is nearing completion. We understand that departments will begin moving to the new location shortly after Labor Day and will continue through most of October. The moving date for our branch office has been set for October 10, 2006. |
![]() |
We will be located on the 2nd Floor, but do not confuse this with the Mezzanine Level which is between the 1st and 2nd Floors! You must take the elevator to the 2nd Floor to visit the new branch. For photos of the new branch, check this out: |
We plan to be open for business at the old location on Monday, October 9. Although this is Columbus Day, the Credit Union will
be open because EPB is open. Beginning Tuesday morning, October 10, everything will be packed and moved
including the cash dispensing machine. We hope to get things up and running again by the end
of that day at the new location. The cash machine should be functioning sometime Tuesday afternoon. The branch will re-open again on Friday
morning, October 13th. We anticipate the normal Monday and Friday 9:30 AM-12:30 PM, and 1:30 PM-3:30 PM operating hours initially.
Beginning October 23, non-EPB employee members visiting the downtown branch must stop at the guard station in the main
lobby and obtain a pass card to the second floor. The card is good only for that visit and must be returned to the guard station
upon leaving. If you are in a vehicle, you may park in the parking garage. The Credit Union is considering a reimbursement of the
charge for parking in the garage next door. More will be announced about that at a later time.
We hope that everyone will enjoy the new facilities. The Credit Union is grateful for the opportunity to serve its members from this very
beautiful and newest addition to the Chattanooga skyline.

Dividends Paid June 30th |
You may notice a change in your balances when looking at your accounts on-line. We posted dividends at the end-of-day on June 30, 2006.
Be sure to add your dividends to your draft register as of the 30th.
Don't forget to check your statement and to reconcile your draft account. We know of several instances when a draft has cleared for an
amount that differs from that written. Paper drafts are encoded (by humans) during the clearing process, and some humans have been known
to make mistakes! We will be happy to help clear up any discrepancies of this nature - but you have to bring them to our attention! So, please
check those statements carefully.
For those of you connected to the Internet, you can view your statement on-line much earlier than receiving it through the mail. Let us know
if you need assistance on viewing your account via the Internet.

New Loan Rates July 1, 2006 |
Effective July 1, 2006, several of our loan rates will increase. You can view these now at: New Loan Rates
Beginning July 1.
Beginning August 1, 2006, these rates will be amended to include an adjustment for the borrower's credit score. Commonly referred to in the
financial business as "risk-based lending," the credit score (the Beacon Score taken from the credit bureau report), will be used to determine
what rate will be charged on a loan. The Credit Union will take the advertised rate and possibly adjust it upward depending on the borrower's
credit score. Basically, the lower the credit score, the higher the loan rate.
To view these rates based on credit scores, just click on: New Loan Rates beginning August 1, 2006.

Loan Rates Will Increase July 1, 2006 |
Get your loans now, while they're still "cheap." Effective July 1, 2006, many of our loan rates will increase, some by as much
as one full percentage point.
We have resisted increasing the rates to the point of "feeling the pinch." Our last across-the-board increase was January 1, 2005 even though
the Federal Reserve has had 11 rate increases since then. We will post the changes just as soon as the increases are determined.
Loan rate information can be checked at: Credit Union Loan Rates.

LP/LS Insurance Program Ends March 31, 2005 |
Many years ago, we started the LP/LS Insurance program to encourage deposits
and to promote business. This life insurance pays upon a member's death, up to
$25,000 on any loans outstanding (LP) and up to a maximum of from $2,500 to
$4,000, depending on date of birth and the balance in the primary share account
(LS).
Over the last eight years, the costs of this coverage has increased substantially
and full liability for claims has shifted from CUNA Mutual Insurance Company to
the Credit Union. Each year, as fewer credit unions participate in this program, the
costs to maintain it are spiraling upward. This past fiscal year ending in May, the
Credit Union paid over $70,000 in claims/premiums and administrative costs. Every
penny of this expense was paid out of the operations of the Credit Union. EPB
Employees Credit Union is one of the last hold-outs still maintaining the LP/LS
insurance program.
During the 50 years of this Credit Union's existence, one of the foremost objectives
has been to serve the membership. This service has always come at a price that
has usually been absorbed as just another cost of doing business. However, programs
that continue to increase in costs and/or present increasing liability and exposure to the
Credit Union have been discontinued.
After several years of analysis and discussion, we have come to the realization
that the LP/LS program can no longer be provided. The uncontrolled costs and
unlimited liability the program presents to the ongoing operations of the credit
union are insurmountable. Therefore, at midnight on March 31, 2005, the program
will be terminated. Any death claims after that date will no longer be eligible for
LP/LS claim processing.
To our long-time members who have maintained sufficient deposits in the primary
share account over the years, we express our sincerest regret for this action. Your
loyalty to this Credit Union has always been appreciated and we hope that our higher
share dividend rates and other services have compensated for that measure of devotion.
To our borrowing members, we will now be able to make available a member-pay life
insurance alternative that offers coverage in excess of the previous $25,000 limitation.
Should you have any questions about the termination of this program, please let us know. EPBECU - 12/21/2004 |

EPB Telecom Services |
The Credit Union just recently upgraded its telephone service to EPB Telecom's fiber network. This upgrade included changes in telephone, Internet service provider and web hosting services. The Credit Union was very pleased with the quick, seemless and professional changeover. We are also pleased to say that we are 100% EPB - all electric, all telephone, and all Internet! Cash Dispensing Machine |
Since mid-April, we have been testing (actually getting use too) our
new Cash Dispensing Machine (CDM) located in the lobby of our downtown
branch office. The machine is working great! You are invited to use it
anytime the EPB building is open.
The CDM dispenses cash in $20 bills only. Deposits
cannot be made. Visa and Cirrus cards are acceptable, whether or not
they are issued by EPB Employees Credit Union. Currently, we are not charging fees for using the
CDM. However, we may start charging fees if cards not issued by EPB
Employees Credit Union are used. A notice will be posted at the CDM
if and when it is decided to charge fees. Cards issued by EPB Employees
Credit Union are not anticipated to be charged any fees. EPBECU - 6/22/2004 |
